Is separate downvote pool helping mischievous people on Steem platform?
Greetings steemians!
My last post was about some mischievous accounts (which might be bots) that are continuously downvoting sincere users' posts on Steem. This is really annoying. But, what has given them the power to do so? Is it not the result of separate downvote pool which was introduced after HF21 in which downvoters were given free hand to do whatever they like? Friends, what is your opinion on this matter?

I believe this is happening by individuals who are involved in the higher archly of the platform, to keep individuals in lower standing (new members to lower steem power) from making more then they do.
