Probably no, because the SteemFest tickets are very expensive. Even the plankton ticket (€333.33 EUR). Most of the Steem users can't afford to go to SteemFest.

My first guess is really, no, it won't, simply because it hasn't really moved with any other STEEMFest. However, I'm also acknowledging the fact that I don't really know what STEEM is doing, why it's doing it, or what might actually finally make it go back up. :)
