A non-active user is not an internet user, a bot is not an internet user... if internet user is not using internet a specified interval of time, during that time that user is not considered being an internet user AND also not a FB user.
Intervals of time and considered metrics are important to throw statistics conclusions. In particular media likes a lot this kind of "idiots" conclusions... where you can easily say:
"X blockchain has reached a new world record being the blockchain with the most amount of users in the world to date"... because everyone cares about the definition of users here... and that is not detailed... makes the comment quite idiot and useless.
