Neither am I a hardcore photographer. But I do agree, a proper point to shoot camera is still way above a phone camera. The depth, the lens, the exposure, even with smaller megapixels on the P2S, the lens extension would make a huge difference then a flat and thin phone.
At this point of time, I don't think any of those reputable manufacturers produce P2S cameras. The only way you can obtain one is to get a used camera. Please bear in mind there may be some underlying issues like AF mechanism issues, sensor issues, battery issues. Whilst, international shipping for a new battery can be expensive.
I used to have a Nikon Coolpix L21 running on AA batteries. Too bad I broke the battery cover and it wouldn't secure the battery in place, and everytime when I letch the battery door, I need to reset date and time.
Alternatively, Chinese brand is quite promising nowadays. Why not get a decent 4k camera and start playing, it will still be like ⅓ of a used Canon P2S camera. If you must buy a branded P2S, I suggest you can get those refurbished units from Japan, but do check on battery options. Certain model battery pack cost more than the camera itself nowadays.
