Should the UK government offer citizenship to some Hong Kong residents?

Recently, the Adam Smith Institute, calls on the the UK government to offer automatic citizenship to the 169,000 Hong Kong residents with British National (Overseas) status**.
Report author Matthew Kilcoyne said: “Britain has a duty to uphold the rights of Hong Kong’s citizens in the face of excessive force being used toward protesters and laws that infringe on the autonomy of the city.
“While the UK is far away, it has a special link to these islands and a responsibility and the ability to offer a home away from Hong Kong should the need arise.”
To give context:
Hong Kong was a British territory until 1997, when sovereignty was transferred to China.
The "Sino-British Joint Declaration" guarantees Hong Kong’s as Special Administrative Region until 2047.
The bases of this treaty outlines that the people of Hong Kong are afforded "exclusive right", including;
"those ‘of the person, of speech, of the press, of assembly, of association, of travel, of movement, of correspondence, of strike, of choice of occupation, of academic research and of religious belief’,"
The treaty emphasises that they will be guaranteed in law by the region’s administration as well as Hong Kong being ‘vested with executive, legislative and independent judicial power, including that of final adjudication’.
China's Premier Xi Jinping, has been consolidating his power over China and has repeatedly infringed upon the terms of the 1984 treaty.
**My question to you is this. Should the UK government offer citizenship to some Hong Kong residents?

- Yes:China has violated the 1984 treaty. the UK must offer citizenship to the 169,000 Hong Kong residents
- No: Hong Kong has nothing to do with the UK and they would be interfering in matters that it has nothing to do with them!

It will be a great idea to offer those who wants to leave Hong Kong a brand new start of life elsewhere on this beautiful planet. UK has a lot of post-colonial connections throughout the world and there must be countries which are more than willing to take these freedom fighting people.
