Each post/comment has a allow_replies parameter:
As written in https://developers.steem.io/apidefinitions/#broadcast_ops_comment_options, the parameter cannot be set with a comment_options operation.
After some digging, I found that the parameter was disabled on the 28 june 2016: https://github.com/steemit/steem/commit/5fcabd81b0f31862608533d2157e470f6db4e921.
with the comment:
Remove disable replies from comment_options_operation. Require 0 abs_rshares to set a max accepted payout. Added an extensions field to the op.
I found no reason why this change was made. I think it should be reverted and allow_replies should be added as parameter to comment_options again.

Why should one be allowed to disallow replies? I found that there is also a parameter that can disallow votes and that seems similarly weird.

I'm with you. I think forbidding replies is a form of censorship and I don't want that.
interesting, seems reasonable to be allowed to disable this, thanks for pointing this out.
I looked into that a few weeks ago and was disappointed to see that it had been disabled. I think that decision should be reverted too, I can see it being used by apps that want to post information on the blockchain that doesn't require replies (like a FAQ). What I would really like to see if it comes back though is a way of setting allow_replies to false but still be allowed to reply on the post if you are its author.
