This is a question we should not avoid in this community.
I have never use the downvote button for anyone before in this community,maybe because I haven't dislike any content but I don't use the downvote button.
I do see some content that are downvoted by @onealfa though I do try to figure out why he downvoted some content and start reviewing the contents he downvoted so that I won't make the mistake the person who was downvoted made.
The person who use the downvote button the most in this community is the spaminator.
And one of the reason why this sperminator can follow you is when you are practicing pragliarism that is copying other people post or picture and reposting it in this community
The sperminator is a bit and it follows anyone with an offense in this community and downvoting do reduce reputation.
The downvote button is not for any how use. Don't ever used deep downvote button anyhow.
@onealfa downvoted some content recently and that is is choice he can do anything he wish.
But I know he has a good reason and intention for downvoting the content

But I don't feel having obligations to explain my actions on every single DV. I do dozens of DV's per week, depends on how many reports of abuse I get from other Hive users, who care a lot of this, but have not enough power to DV directly. Or, sometimes, just want to remain anonymous due to their limited resources (retaliations is so common).

Fantastic question. As we all know that the opposite of upvoting is downvoting. There are several reasons why the downvoting power can be use.
Unqualified Post : unqualify post simply means post that are not meant to be in this community e.g posting of Porn or erotic related post. This kind of post can be downvoted.
Use of wrong ashtag : some posts are not meant for some certain tribes and when such post are seen it can be downvoted. Such as posting sport in weed community when such post does not relate weed.
Hate speach the truth is that we are suppose to respect each other opinion. post that is done for the purpose of saying something negative about the community as a whole can be downvoted. For example someone who does not like weed, posting something negative about weed just because the person believe is against weed.
Undeserved upvote received: some weeks back i noticed someone post and instantly due to automatic upvote the post got some pob and the person delete such post after earning some pob. @nikkybabe noticed this and call the attention of @onealfa.pob and @leprechaun and the content was downvoted. The truth is that when we see some post earning undeserved reward it should be downvoted.
Notice of fraudulence act : Of recent @onealfa.pob downvote some people's post just because he noticed the goal of such people is to get pob and sell. Which has been the reason for downward movement of pob price.
#5 doesn't make a lot of sense. Selling POB isn't a fraudulent act. Even onealfa sells POB at least occasionally. Selling POB isn't the only reason why the price of the token goes down. It isn't cause for a DV.

My answer is two more questions, "When have you given a downvote?"
And, "What do you do when you receive a downvote from another user (even if it is small)?"
As for me I have given a handful of downvotes and two of those were because I touched the wrong button on accident. I corrected those quickly. The other was for comments with damaging links.
I know there are plenty of reasons to give downvotes. We have complete freedom to use the downvote once a day without running our HP down. And with freedom comes responsibility.
Today is another wonderful day and I'm quite busy since yesterday does what I am not engaging in this #pobstreet since yesterday but am back now.
This topic he's an issue of concern when I go through yesterday's comment seeing this question from @precious008 to @onealfa.pob I have been restless because I really don't know why he downvoted some content and I don't have the confidence to be engaging in this community after seeing that yesterday.
We have to know the reason so that we can avoid it when we are commenting all creating a content we want you post.

i want people like @scholaris.pob @trostparadox.pob @proofofbrainio @onealfa.pob to explain a little to us on downvoting, why they use it, when we should use it. and also will it be healthy for the community members to use it among themselves
I have written quite a bit about DVs. They can be effectively used to combat 'bad behavior' such as spam and plagiarism. However, free DVs represent an avenue for abuse by whale accounts that makes them unsuitable for Layer 2 (i.e. tribe) use, imho.
Tribes should use the 'mute' feature to combat abuse and either do away with DVs altogether or make them non-financial (i.e. a statement of disagreement rather than a financial penalty) or make them costly (and also further reduce the available # per day).
Removal of DVs on Layer 1 will need to wait until a suitable alternative can be devised for combatting plagiarism and spam (which I believe will come, eventually).
The DV layer is so easy to use, anytime and sometimes I mistakenly use it instead of upvoting, it shouldn't just be a button, it should be available for serious issues against the community "don'ts", not just when someone has a little hate or disagreement with another, the other uses the advantage he has maybe as a curator to downvote all the rewards of the other...

I've explained a little about downvoting in other articles of POB street. I use the DV to remove rewards from fraudulent articles. People can use the DV to remove rewards for over-rewarded posts. One flaw of Hive is that there is no clear governance on the use of up or down voting.
A consequence of a lack of governance is the formation of groups like HDR and Hivewatchers.
Upvoting is used to reward articles. Downvotes are used to remove rewards, return it to the supply, and stabilize the impact of malicious upvoting. Unfortunately, downvoting is used in a cavalier manner too and upvotes can be as well.

You just said what you use the DV button for but it's Just you, some downvote because they don't like your post not because there is anything fraudulent in it... And sometimes when that happens, hivewatchers have nothing to do about it, I can downvote anyone without any concrete reason which is bad, before the downvote button is used, they should be a part where we should explain why a post should be downvoted...
Have you every used Freeze Peach? Here is a link to their discord: Freeze Peach. It's a program used to counter downvotes you don't agree with. You submit a link for whatever comment or article you feel is wrongfully downvoted and submit it for a review. I haven't used them before as the DVs I've received in the past were minimal.
A problem with Hive, in my opinion, is that it's a system trying to have its cake and eat it too with respect to voting. The system is set to allow a freedom of expression with the vote. Upvote and downvote as you please. Such freedom comes with a cost and that is represented in the malicious upvoting and downvoting that can occur. Coupled with the issues inherent in Proof of Stake it seems that we arrive at the problem we have now.
A responsibility we all have is to agree on a set of guidelines. Before we get there though, we need to understand how it's done now and the tools available to monitor and affect it.
On another note, Hive Watchers is a busy group. I don't know that they've ever countered a downvote nor do I think they ever would. I'm busy looking for fraud on this one tribe, I can't imagine the resources it takes to monitor an entire blockchain. And they get death threats...sheesh.

What can make me use the downvote button is when I see a post with an insult or with hate speech, I will definitely downvote that kind of content.
And that is the major two reason why I can use the downvote button
