"Specialist" usually means that the clinic specializes in one area of health care. It does not mean anything beyond that.
Specialists often treat health care like a commodity and you feel like you were processed like a commodity after the visit.
If the specialty is somethign common; then you should expect crowds and assembly line medicine.
If your health needs aren't aligned with the product; then specialy clinics are of no use and can even be harmful. It is better to go to general practicianers who will diagnose the problem and then to go to the specialist on referral.
The sign mentions "hemorrhagic fever." My guess is that this clinic exists because other clinic don't want to deal with that problem. People should not go to that place for any other reason.

Here, people think of specialist hospital as a place where you can get any type of health sciences you may need. It's believed that they have doctors available for all types of health issues, plus the best medical equipment.
