Ummm El Salvador never forced Bitcoin on the people. The law was missphrased. It was meant to say that people should take it as valid payment as long as they had internet. So thinking that if your business was in the middle on nowhere, then it was fine for obvious reasons.
But then you said that locals are not using Bitcoin which means they aren't really being forced. So it doesn't make much sense.
