Your comments on national firewalls and the role of the WHO and censors is spot on. It's a crime against humanity, and potentially existential to folks in affected countries.
I expect that the abusive authority problem China is having will spread with the pandemic. As people become ever more desperate, thugs become ever more violent. As quarantines are imposed, folks that have left those places will be rounded up and quarantined. I wouldn't count on openly camping in national forests and the like during such events.
Single persons will also be extremely vulnerable to armed gangs, which will include cops, as you note from the video of cops raiding a store. Be in a group that can stand a watch, repel assault, and defend it's members and possessions.
This may provide useful context.
Hopefully society will not breakdown in NZ or the US as it has in Wuhan.
