They don't hold it either.
Their Steem whale status is nothing without the small fish.
If there would be no small fish, just/only whales, then the Steem would worth nothing.
If all of the small fish would leave the Steem blockchain, just/only the whales would remain, then the value of their Steem Power holdings would fall down.
The future of Steem is depending on every user groups (plankton/redfish, minnows, dolphins, orcas, whales).
But some people like to make the rich richer.
For example if you delegate Steem Power to bid bots (or even use their services), then you are making the rich richer.
