This depends on a country but it is doable.
If this is just for food then yes, here are some ideas.
To avoid lack of vitamins, buy supplements.
Oil, green salad ( discount on huge shopping malls), rice ( 1 kg serves 25 portions), eggs ( are cheep) and canned tuna (proteins, can't eat much of this, so one can of it can last for a few meals). You should be fine, but I don't recommend this.

This is depending on the country.
Nowadays the 1 kg bread costs less than $1 USD in my country (Hungary).
You can buy 1 kg bread, and you can still save a very little money.
Or you can buy 500 g (0.50 kg) bread and some other things, because you probably will not eat 1 kg bread per day.
$1 USD is currently (2019.09.20, 16:58 CEST) 300.96 HUF.
You can buy a crescent roll for 30 HUF (currently $0.07 USD).
So, if you have only $1 USD per day to eat something, then you would not starve to death in this country.
