It‘s a difficult question due to the complexity. Perhaps we should seek for more bottom-up solutions. Cities and communities could decide.
Governments on the country-level often just add a layer of systemic risk to the whole problem.

Maybe Sweden has found the balance. I understand that Germany has very localized decision making, and is a good example too. Just the opposite of what Spain did during the spring, which turned into one of the world's worst examples.

I'm a little surprised that the public debate on this has fallen off so much ...
