With our latest update at the discord TANGENT will become a dividend share token. Therefore, WINE will dominate the comment based tip token mechanism.
But to answer your question,
TANGENT is totally based on STAKE based rewarding system. But WINE follow few levels of staker based rewarding methodology. That's the major different between those 2 tokens.
