One of the past "features" that was coded in Steem blockchain had provision to prevent voting "abuse" by certain stake holders. This is an interesting feature which will mitigate issues with governance associated with DPOS
The voting issues have been a continuous point of discussion in the context of EOS and pretty much all the Graphene chains. This could be a solution for concerns around voting DPoS chains.

The vests aren't being quarantined, just the account; so powering down, then back up on an alt will claw them back and essentially waste the original account.
I think only some of the old timers were aware of this ...
