HF20 change the concept of "Dust votes", that is small individual votes. Previously these were blocked by the blockchain. Due to the vote slider being blocked until 500SP, it was very rare this error was thrown on steemit.com.
The dust threshold related to @dustsweeper is a minimum payout threshold, and this one has not changed. It is still $0.02.

I saw accounts as small as 0.1 SP cast votes.
I thought that my vote is considered dust due to not being large enough on its own to yield a payout.
So STINC still employs its 0.02$ threshold?
