This area would be completely buried in rubbish if concerned groups didn't do the work. The government employees are just going through the motions and this is most obvious at national parks where the garbage on trails can sometimes be worse than non national park areas. The bins on trails are overflowing because the lazy staff never clean them out. They may as well not even be there and by "they" I mean the bins as well as the staff.
