In each round, there are 21 witnesses selected to produce and sign blocks: the top 20 plus one backup witness picked randomly (with weight based on witnesses votes they receive). Each round last 63 seconds (21 x 3), this means every 63 seconds all top 20 witnesses will receive the Producer Rewards while only one out of all backup witnesses will receive it. This is why top witnesses receive much more.
