What we can do to better decentralize Hive?

Starting from this interesting post from @arcange: Is Hive decentralized and who governs it? we want to know your opinion about some suggestion we made in this comment:

we-the-people thinks that from Steemit to Hive we have done a quantum leap in the right direction of decentralization.

we-the-people is a witness that try to propose a new point of view about how really decentralize the governance of Hive first using Dpoll to ask users what do they think about what to do.

The fact is that, also here in Hive, a very few people, that de facto are a closed club of whales, have too much power.
The smallest is this club, the easier is to repeat the bad experience that we all face in Steemit.

What we can do?

By introducing a cap to the value of the vote, whales will be forced to distribute their vote over several posts deemed worthy or delegate their voting power by rewarding the users deemed most deserving.

Giving higher rewards to block producers will encourage more people to setup their own Hive nodes, which will in turn help decentralize the Hive network better.

eliminating downvotes makes it possible to profit from illegal activity on hive.

having some weight to your hive power should still be necessary since otherwise i could just create accounts with small hive power to vote witnesses. otherwise i would just delegate my HP to my second and third account to vote witnesses.

Having smaller witnesses produce more blocks is necessary for soft forks that try to infringe on power. it also means soft forks will be less effective.

30 witness votes are necessary for people to vote not only top witnesses but also small witnesses
