The toddler threatened to fight against a group of people from the China’s Urban Management Force.
He wanted to defend what he thought that was right.

He even grabbed a metal pipe and threatened the management force.
It was good that they did not take him seriously but laughed at his brave act.
The adults must have thought that he looked really cute even though he acted tough and sounded like scolding them.
When one is young and cute, we are often more forgiving.
