Educational imbalance what it is....
Let us define educational imbalance as unequal proportion in the distribution of educational institutions and facilities, for example, between one part of a country and another. Thus, when one part of a country has more educational institutions, more pupils, more teachers and more resource center than another, there is educational imbalance in that country.

In Nigeria, for example, there is the basic fact that there are more educational institutions in the south than in the north. In effect, there are more pupils in the primary schools. There are also more students in the secondary and higher institutions. So, there is educational imbalance in between the southern and the northern states of Nigeria. The federal and state Governments are aware of this. Therefore, efforts are being made to bridge the gap.
One possible way of removing the educational imbalance between the south and the north is to establish more schools and colleges in the north. But that is not enough the children in the north, must be encouraged to go to school. This would ensure a larger percentage of adult literate in future. Especially their female should be encouraged even the One from age 25-35 of age that are already in marriage should be encouraged to attend adult education by so doing adult literate will be reduce in future.

However, while encouraging some state to get education, those who are already interested in education should also be encouraged to continue, according to their ability. This would uphold our national philosophy of equal educational opportunity. It would also benefit the other states because, they would be ready examples to those who may not be ready to learn. With our present National Youth Service Scheme, learners from different parts of the country come together more than before and learn about the different states from one another.
Sometimes they take up employment and even marry in the states where they serve. This shows that education at any level is valuable to resolve imbalance and to make us more united than before. As a teacher, you must be familiar with the universal primary education programme. You must be familiar with the UPE teacher training programmes of recent years and the idea of free education from which some of your friends, relations and perhaps yourself and your children have benefited.
As a philosophical issue, universal primary education is seen as one of the means of achieving universal literacy and numeracy in the country. When everybody knows how to read and write, communication is easier between one group of people and another. Numeracy facilities commercial activities between peoples. As the nation strive towards greatness in the world of science and technology, universal free primary education would ensure that every Nigeria Citizen has an equal opportunity to develop his or her talents, skills and competences to such a level that would enable him or her to serve the nation.
Again, the universal primary education can, as a long - term policy, remove the gap between the south and the north in educational developments. This is because all Nigerians of the future will be able to read and write. Very importantly, it would make learners know their rights and duties in the society. This way, they can contribute better to national development.
SUMMARY
educational imbalance is the gap observable between the educational provisions in the two major different parts of a country. The philosophy of universal primary education embraced by the Government is intended to reduce this imbalances, particularly in the areas of the promotion of general literacy, numeracy and national understanding, and developing the spirit of service to the community.
