The power is with the people, for the simple fact that they outnumber those who enforce the so called law by far. The below video shows a massive protest in Vienna that the police tries to stop. But the amount of activists was so large that the fascist cops were completely surrounded.
Austria has been the country imposing some of the worst dystopian laws in the entire world against their citizens. No only do you need a vaccine passport to be able to work or go to public places, there are huge fines if you aren't getting yourself "vaccinated" by a horrible experimental substance. So the people are standing up against their government.

It's not there yet but supposed to be introduced by february, that's actually what the fight is about.
It is quite feasable this 'law' is going to happen, but then it will be slowed down/blocked by an avalanche of complaints. That's what 'the people' can do in a faulty system. And show the police their place ;)
