Congrats on some solid season rewards. I don't think I've hit and GF from the new set yet, though I did get one Legendary so I can't really complain :D
The change does also only impact quest rewards. All of those accounts in Novice and Bronze still earn DEC from playing ranked as far as I know. So, not quite as big of a nerf, but it will cut down on the reward cards running out way earlier than they intended.
