The DOA makes me sad. To be this stagnant with renounces available, especially after the decision to include SteemIt, Inc's Stake and the stake that was not distributed when Hive was created, just seems like a shame.

It is because the return proposal votes are so high.
If we want it to work better people need to remove their votes from the return proposal
