Good to see the vote decay being brought up and tackled after literally years of seeing it being an issue. Believe I even initiated some talks on Github two years ago and it passed away. Also funny to see some people supporting it now that you mention it. Bwahahahaaaa! The vote curation time window is a massive plus for manual curators. I think a 24 hour window would be optimal as most people check in once a day and would make the most sense. The 2nd layer talk I am still trying to wrap my head around, but I am going to ask, would this new 'ecosystem' be separate from Hive itself? I mean, right now, say I posted on CTP from @jongolson, right? I would earn some CTP tokens and HIVE. Would the 2nd-layer be isolated and just operate from Hive or would it still be attached and be writing to the Hive chain as well with their own nodes? Also, the new trust system with actual personal scores sounds really interesting. Will be watching for more on that.

All 2nd layer transactions are stored on the 1st layer.

The first layer does the required step of "ordering" the transactions in a decentralized system. Without this ordering step, different nodes would begin disagreeing about the order in which things happen, because they would see new transactions at different times (and this would be problematic, because then someone could spend their money twice). The whole point of block producers is to choose some particular node in the network who gets to order recent transactions for a given period of time (the current block).
