This is an idea that was designed to fail.
If YouTube really wanted to do something about underage users, they could use AI to ACTUALLY verify a person's age. The information is out there, we don't have to 'guess'.

It also stems from parents not being parents when they learn their kid is watching something not kid-friendly. Instead of setting boundaries, it's everyone's problem.
