how fast you move your fingers determine the number of actions that you are able to do.
You shouldn't forget that APM isn't everything. Its the game sense. You should be able to adapt to whatever strategy your opponent has. Also rushing or proxying your enemies' base will only last you so far. It is pretty easy to counter that.
