This is my entry for the #monomad challenge.
That is of course necessary for a beach where the waves are quite strong and big, especially when the wind is blowing hard. The existence of such a construction provides a sense of comfort for beach visitors and they certainly feel that their safety and security are cared for by a guard who is on top of the tower made of wood. The wooden propeller was perhaps to estimate how strong and how fast the wind was blowing, and would be the first signal for a big wave. What's more, when the beach is quiet and there are no visitors bathing in the sea, I can climb it to see the sights from up there. Apart from the sea, the beach, the mountain ranges, we can also see the beach shelters from above.
