OGGETTO: Settore Servizi Sociali e Politiche per la Famiglia.
Affidamento allo Studio associato di psicologia e psicoterapia P&P di Adelmo Cerberi di incarico per la prestazione di “Pet Therapy”, con l’ausilio di numero due (2) cani appositamente addestrati, al Servizio Handicap Gravi.
Il Responsabile del Settore Servizio Handicap Gravi prende atto che i compiti sono caratterizzati da un particolare grado di complessità;
Considerato che la positiva evoluzione dei servizi discende in buona parte dal livello di capacità di gestire le responsabilità nei confronti degli utenti;
Dato atto che è a tal fine necessario:

favorire le dinamiche di ruolo e gli obiettivi di lavoro;
supportare il perseguimento degli obbiettivi in un’ottica progettuale;
Rilevata l’opportunità di fornire, per le finalità sopra evidenziate, agli operatori (assistenti sociali, educatori, ecc.) impegnati a vario livello nei servizi comunali rivolti ai disabili, ed ai Responsabili dei Servizi il sostegno di psicologi esperti al fine di rendere più efficaci gli interventi a favore dell’utenza;
Rilevata l’opportunità di ricorrere alle prestazioni di un soggetto con esperienza specifica nel campo della “Pet Therapy”;
Ritenuto, pertanto, di procedere all’affidamento di un incarico avente come oggetto la “Pet Therapy” ai portatori di handicap gravi;
Precisato che, come previsto dall’art 7, comma 6, del D.Lgs. 165/2001, nonché dall’art. 46 del D.L. 112/2008, convertito, con modificazioni, nella L. 133/2008:
è stata accertata l’impossibilità di utilizzare le risorse umane disponibili all’interno dell’ente per le prestazioni oggetto dell’incarico perché nella dotazione organica dell’ente non è prevista la figura professionale dello psicologo esperto in “Pet Therapy”;
le prestazioni implicano attività altamente qualificata;
Visto l’art. 46 del Regolamento per la disciplina dei contratti;
Ritenuto di individuare nello Studio associato di psicologia e psicoterapia P&P di Adelmo Cerberi il soggetto in possesso dell’esperienza e formazione specifica per lo svolgimento proficuo dell’incarico in parola, come risulta dai curricula in atti;
Visto lo schema di disciplinare definito in contraddittorio con il soggetto contraente e sottoscritto per accettazione dallo psicologo che presterà il servizio;
Precisato inoltre:
che si ricorre ad affidamento diretto al soggetto indicato nel presente atto, in conformità di quanto previsto all’art. 35, paragrafo 1, lettera e) del Regolamento sull’ordinamento degli uffici e dei servizi – Il sistema organizzativo;
che l’incarico verrà svolto nella forma di attività di lavoro autonomo secondo quanto descritto nell’art. 53 del nuovo TUIR D.Lgs. 12.12.2003 n. 344 (IRES);
Dato atto:
che le clausole inerenti all’affidamento sono contenute nello schema di disciplinare in atti;
che il corrispettivo concordato ammonta a € 11.715,81 (cassa previdenziale 2% inclusa - IVA esente);
che pertanto il corrispettivo al netto degli oneri fiscali e previdenziali a carico del Comune è pari a € 11.554,43;
che l’affidamento diviene impegnativo per il Comune, a seguito dell’adozione della presente determinazione, mediante sottoscrizione del disciplinare da parte del Dirigente Responsabile del Settore Servizi Sociali e politiche per la famiglia;
che il contratto viene concluso mediante scrittura privata;
Dato altresì atto che la spesa non è soggetta all’obbligo di frazionamento in dodicesimi poiché:
si tratta di incarico connesso ad alcuni dei servizi che ai sensi dell’art. 22 comma 2 della Legge 8.11.2000 n. 328 (“Legge quadro per la realizzazione del sistema integrato di interventi e servizi sociali”) costituiscono il livello essenziale delle prestazioni sociali erogabili;
la tipologia di interventi per essere efficace, richiede, di norma, continuità di prestazioni da parte del medesimo professionista per un periodo di tempo apprezzabile e non riducibile ad una mensilità;
nella trattativa con le professioniste dello studio associato incaricato le condizioni economiche sono state definite in stretta correlazione al periodo e ciò ha consentito di pattuire un corrispettivo conveniente per il Comune, pur nel rispetto del tariffario professionale;
Visti:
gli artt. 107, comma 3, lettera d) e 192 del testo unico delle leggi sull’ordinamento degli enti locali approvato con D.Lgs. n. 267/2000;
l’art. 57 dello Statuto del Comune;
Preso atto del visto di regolarità contabile espresso dal Responsabile del Settore Bilancio e Ragioneria attestante la copertura finanziaria, ai sensi dell’art. 151 - comma 4 – del testo unico delle leggi sull’ordinamento degli enti locali approvato con D.Lgs. n. 267/2000;

a) di affidare, per i motivi di cui in premessa, allo Studio associato di psicologia e psicoterapia P&P di Adelmo Cerberi l’incarico per la prestazione di “Pet Therapy” da svolgersi alle condizioni di cui allo schema di disciplinare in atti;
b) di imputare la spesa di € 11.785,51 (cassa previdenziale 2% inclusa - IVA esente)
c) di dare atto che la spesa non è soggetta all’obbligo di frazionamento in dodicesimi per le motivazioni sopra esposte;
d) di dare comunicazione della presente determinazione mediante elenco ai Capigruppo consiliari e di metterla a disposizione dei Consiglieri presso la Segreteria Generale;
e) di comunicarla alla Giunta comunale.

Oggi è arrivato questo nuovo demente, psicologo ha detto l’infermiera. Io mica sono matta, non mi serve uno psicologo. Non posso parlare, non posso muovermi, però sento, vedo e non ho bisogno dello psicologo, avrei solo bisogno di trovare un modo per uscire da questo corpo morto, da questo merdoso involucro inerte che mi contiene.
Sono solo un complemento d’arredo di pessimo gusto. Se questo psicologo capisse qualcosa di psicologia spiegherebbe a questi stronzi che io voglio solo morire, in fondo non chiedo molto. Sì, sì, bastardo, diglielo, diglielo che voglio solo morire, questi non capisconoooooo. Niente da fare, non capisce un cazzo, come tutti gli altri.
A volte capiscono!
Oh, scemo, sarai tu che a volte capisce, io capisco tutto, sempre. Se solo potessi urlare, sentiresti come capisco quello che dici! Un bel gruppetto di scienziati paraculi, ci mancava solo lo psicologo per completare il gruppo. A che serve? Non sono nemmeno sicuri della mia malattia. Forse ho l’atrofia muscolare progressiva o forse la SLA, sclerosi laterale amiotrofica, morbo di Lou Gehrig, malattia di Charcot, malattia dei motoneuroni, tanti nomi, tanta fuffa.
Oh che bel caso interessante, una donna ancora giovane, professore guardi come non si muove, esimio collega, guardi come non deglutisce, ma è un caso proprio proprio interessante... interessatevi a vostra sorella: stronzi! La sostanza è sempre quella che non posso muovermi, non posso mangiare da sola, non posso parlare, non posso fare nulla, ma sento e vedo e ragiono come prima.
Forse meglio di prima. Come si può sopportare una cosa del genere? Secondo questi furboni lo psicologo mi farà tornare la voglia di vivere? Di vivere in questo modo?

RELAZIONE MENSILE SULLO STATO DI AVANZAMENTO DEL PROGETTO DI INTRODUZIONE DELLA “PET THERAPY” NELLA CURA DEI MALATI IN CARICO AL SERVIZIO HANDICAP GRAVI
Il sottoscritto, dr. Adelmo Cerberi, nato a Balestrate (PA) il 7/6/1974, delegato allo svolgimento del servizio di “Pet Therapy” dallo Studio associato di psicologia e psicoterapia P&P, ha preso ufficialmente servizio due mesi orsono, presso il Centro SHG, Servizio Handicap Gravi, secondo quanto previsto dalla Determinazione dirigenziale n. 239 (N. 9737 del P.G.).
Da allora, e fino ad oggi, il dottor Adelmo Cerberi ha frequentato il suddetto Centro con regolarità, continuità e assiduità, così come richiesto dall’art. 6, I comma, del regolamento interno, assolvendo tutti i compiti assegnati dal Coordinatore in attuazione del regolamento medesimo.
In particolar modo, il sottoscritto, ha organizzato molteplici attività finalizzate all’incontro tra cani appositamente addestrati e i soggetti afferiti nel suddetto centro, realizzate sempre con la supervisione del sottoscritto.
Venerdì 21 agosto u.s., sotto la diretta supervisione del sottoscritto e alla presenza del Prof. Calogero Fanazza, si sono potuti inequivocabilmente notare effetti positivi della terapia stessa sulla signora Adelina Scaccabarozzi, affetta da sclerosi laterale amiotrofica allo stadio terminale. Nel rapido e inequivocabile movimento dei bulbi oculari della stessa si è potuta riconoscere una notevole soddisfazione della suddetta Scaccabarozzi in seguito all’interazione con i cani addestrati “Dina” e “Murdoch” adibiti alla “Pet Therapy” dallo scrivente.
In seguito a questi risultati si è convenuto di focalizzare un lavoro particolare sul soggetto che ha dimostrato maggior interesse nella terapia stessa.

Ancora, eccoli, ancora con quei cani di merda, quei putridi, bavosi, schifosi, puzzolenti animali! Me li portano quasi tutti i giorni, credono che questi occhi pieni di odio e di schifo siano un segno positivo. Quanto può essere stupido uno psicologo? Alla fine però, senza volerlo, mi stanno dando una possibilità. Ci ho pensato sopra e prima o poi riuscirò a sfruttare questa enorme cazzata dei cani per fare qualcosa di veramente utile al malato, che poi sarei io. Ho fatto delle piccole prove in questi mesi di tortura a base di cani rognosi e credo di potercela fare, devo solo aspettare il giorno che i due premi nobel per la medicina si distraggano quel tanto che basta per portare a termine il mio piano.

Terrore alla casa protetta
Cane azzanna malata di SLA
È stata morsa al viso e al collo da “Murdoch”, un meticcio di grossa taglia, ed è finita in codice rosso al Pronto Soccorso. La tragedia è capitata ieri pomeriggio alle 15, vittima una malata di SLA ricoverata presso il Centro Servizio Handicap Gravi del nostro Comune.
L’incredibile episodio è potuto accadere per la presenza dei cani “Dina” e “Murdoch”, che si trovavano nel centro nell’ambito del progetto di “Pet Therapy” voluto dal responsabile del Settore Servizi Sociali e Politiche per la Famiglia, dr. Girolamo Pastretti, sotto la supervisione del dr. Adelmo Cerberi dello Studio di psicologia P&P.
Sul posto sono intervenuti i sanitari del 118 con un’automedica e la polizia municipale. Le condizioni della signora Adelina Scaccabarozzi sono apparse subito molto gravi. Dopo il ricovero in ospedale, la quarantatreenne ex-giocatrice della squadra di calcio femminile Malandratese è stata sottoposta a varie trasfusioni. In tarda serata il decesso.
L’autorità giudiziaria ha predisposto l’autopsia dopo aver aperto un’indagine in merito allo sconcertante episodio.

SUBJECT: Social Services and Family Policies Sector.
Assignment to the Associated Studio of Psychology and Psychotherapy P&P of Adelmo Cerberi for the provision of "Pet Therapy", with the help of two (2) specially trained dogs, to the Severe Handicap Service.
The Head of the Serious Handicap Service Sector acknowledges that the tasks are characterized by a particular degree of complexity;
Considering that the positive evolution of services largely derives from the level of ability to manage responsibilities towards users;
Given that it is necessary for this purpose:

favor role dynamics and work objectives;
support the pursuit of objectives from a design perspective;
Having identified the opportunity to provide, for the purposes outlined above, to operators (social workers, educators, etc.) engaged at various levels in the municipal services for the disabled, and to the Service Managers the support of expert psychologists in order to improve effective interventions in favor of users;
The opportunity to use the services of a person with specific experience in the field of "Pet Therapy" has been identified;
Therefore considered to proceed with the assignment of an assignment having as its object "Pet Therapy" to the severely handicapped;
I specified that, as required by Article 7, paragraph 6, of Legislative Decree 165/2001, as well as by art. 46 of the D.L. 112/2008, converted, with amendments, into Law 133/2008:
it has been ascertained that it is impossible to use the human resources available within the institution for the services covered by the assignment because the professional figure of the psychologist expert in "Pet Therapy" is not included in the organisation's staff;
the services involve highly qualified activities;
Having regard to art. 46 of the Regulations for the regulation of contracts;
Considered to identify in the Associated Studio of Psychology and Psychotherapy P&P of Adelmo Cerberi the subject in possession of the experience and specific training for the successful performance of the assignment in question, as shown by the curricula on file;
Given the disciplinary scheme defined in contradiction with the contracting subject and signed for acceptance by the psychologist who will provide the service;
Also specified:
that direct assignment is made to the person indicated in this deed, in accordance with the provisions of art. 35, paragraph 1, letter e) of the Regulations on the organization of offices and services - The organizational system;
that the assignment will be carried out in the form of self-employment as described in art. 53 of the new TUIR Legislative Decree 12.12.2003 n. 344 (IRES);
Act given:
that the clauses relating to the assignment are contained in the disciplinary scheme in deeds;
that the agreed consideration amounts to € 11,715.81 (2% pension fund included - VAT exempt);
that therefore the consideration net of tax and social security charges payable by the Municipality is equal to € 11,554.43;
that the assignment becomes binding for the Municipality, following the adoption of this determination, through the signing of the specification by the Manager in charge of the Social Services and family policies sector;
that the contract is concluded by private agreement;
Also acknowledging that the expense is not subject to the obligation to split into twelfths because:
this is an assignment connected to some of the services that pursuant to art. 22 paragraph 2 of Law 8.11.2000 n. 328 (“Framework law for the realization of the integrated system of interventions and social services”) constitute the essential level of the social benefits payable;
the type of interventions to be effective requires, as a rule, continuity of services by the same professional for an appreciable period of time that cannot be reduced to one month;
in the negotiation with the professionals of the associated firm in charge, the economic conditions were defined in strict correlation with the period and this made it possible to agree on a convenient fee for the Municipality, while respecting the professional tariff;

Having acknowledged the validity of the accounts expressed by the Head of the Budget and Accounting Sector certifying the financial coverage, pursuant to art. 151 - paragraph 4 - of the consolidated text of the laws on the organization of local authorities approved by Legislative Decree no. 267/2000;

a) to entrust, for the reasons mentioned in the introduction, to the Associated Studio of Psychology and Psychotherapy P&P of Adelmo Cerberi the task for the provision of "Pet Therapy" to be carried out under the conditions set out in the disciplinary scheme in the documents;
b) to charge the expense of € 11,785.51 (2% pension fund included - VAT exempt)
c) to acknowledge that the expense is not subject to the obligation of splitting into twelfths for the reasons set out above;
d) to communicate this determination by means of a list to the Board Group Leaders and to make it available to the Directors at the General Secretariat;
e) to communicate it to the municipal council.

Today this new insane arrived, psychologist said the nurse. I'm not crazy, I don't need a psychologist. I can't speak, I can't move, but I feel, I see and I don't need the psychologist, I just need to find a way to get out of this dead body, this inert shit that contains me.

MONTHLY REPORT ON THE PROGRESS OF THE INTRODUCTION PROJECT OF THE "PET THERAPY" IN THE CARE OF THE SICK IN THE SERIOUS HANDICAP SERVICE
The undersigned, dr. Adelmo Cerberi, born in Balestrate (PA) on 7/6/1974, delegated to carry out the "Pet Therapy" service by the associated P&P psychology and psychotherapy studio, officially took up service two months ago, at the SHG Center, Handicap Service Serious, in accordance with the provisions of managerial Resolution no. 239 (No. 9737 of the P.G.).
Since then, and until today, Dr. Adelmo Cerberi has attended the aforementioned Center with regularity, continuity and assiduity, as required by art. 6, paragraph I, of the internal regulations, carrying out all the tasks assigned by the Coordinator in implementation of the regulations.
In particular, the undersigned has organized multiple activities aimed at meeting specially trained dogs and the subjects belonging to the aforementioned center, always carried out under the supervision of the undersigned.
On Friday 21st August, under the direct supervision of the undersigned and in the presence of Prof. Calogero Fanazza, it was unequivocally possible to notice the positive effects of the therapy itself on Mrs. Adelina Scaccabarozzi, suffering from amyotrophic lateral sclerosis at the end stage. In the rapid and unequivocal movement of the eyeballs of the same, it was possible to recognize a considerable satisfaction of the aforementioned Scaccabarozzi following the interaction with the trained dogs "Dina" and "Murdoch" used for "Pet Therapy" by the writer.
Following these results, it was agreed to focus a particular work on the subject who showed the greatest interest in the therapy itself.

Again, here they are, again with those shitty dogs, those rotten, slobbering, filthy, stinking animals! They bring them to me almost every day, they think these eyes full of hate and disgust are a positive sign. How stupid can a psychologist be? But in the end, unwittingly, they are giving me a chance. Terror to the protected house
Dog bites patient with ALS
She was bitten in the face and neck by "Murdoch", a large mestizo, and ended up in red code in the ER. The tragedy occurred yesterday afternoon at 3 pm, victim of an ALS patient admitted to the Severe Handicap Service Center of our Municipality.
The incredible episode could have happened due to the presence of the dogs "Dina" and "Murdoch", who were in the center as part of the "Pet Therapy" project wanted by the head of the Social Services and Family Policy Sector, dr. Girolamo Pastretti, under the supervision of dr. Adelmo Cerberi of the P&P Psychology Studio.
The 118 health workers intervened on the spot with an ambulance and the municipal police. The conditions of Mrs. Adelina Scaccabarozzi immediately appeared very serious. After hospitalization, the 43-year-old former player of the Malandratese women's football team was subjected to various transfusions. Death in the late evening.
The judicial authority arranged for an autopsy after opening an investigation into the puzzling episode.
