Frozen Ripples
Acts of ineptitude, corruption, injustice, treason, or cruelty are supposed to cause ripples of social uprising in the contained social body. However, when that body has been gradually and consistently under oppression for too long, like the water of the lake that slowly but surely freezes in the winter, no pebble could disturb its surface.
It will remain calm, even if angry currents flow underneath. To disrupt that surface, a greater impact, stronger than a pebble, would be needed. Of course, you can always wait for winter to pass. But, what happens when madmen can control the weather and they can prolong winter indefinitely?
What happens when outsiders start to appreciate the beauty and calm of the frozen lake? What happens when the forces beneath the ice stop trying to break through? What happens when the ice gets thicker?
Nothing. That’s what.
And yet, everything can happen. A whole survival war can ensue under the calm appearance of the icy surface, but, as the saying goes, out of sight, out of mind.
I can’t get any act of corruption, ineptitude, cruelty, treason, or injustice out of my mind. I will continue hitting the ice.
So much depends on a ripple!

Well, I guess what happens is what is happening in many countries around the world where people have been oppressed for a while; the international community vows to do something about it, but after a while and state-sponsored terror, things "calm down", just like the surface of a frozen lake, and the international community starts looking at the silver lines, doing business (as usual) with tyrannical regimes.
A clear example of bad governance.
