Participation is voluntary, with selection managed by military authorities based on motivation and skills. Those willing may also choose to extend their service to military careers, join the reserves, or continue civilian studies with military support.
Implementation and Expansion
The initial batch of 3,000 volunteers will be recruited in 2026, with numbers gradually rising to 10,000 by 2030 and a long-term goal of 50,000 participants by 2035. Infrastructure development, recruitment of cadre staff, and funding—backed by an additional €2 billion over the next several years—are vital for success.
