The hands-free law prohibits drivers from holding or supporting their cell phones while driving. It also bans manual text entry, reading, and watching videos on mobile devices. Importantly, this law does not allow officers to pull over drivers solely for holding their phones; it is considered a secondary violation. Officers may stop drivers for primary violations—such as speeding or failing to signal—and if they observe cellphone use during that stop, they can address it as well.
Exceptions do exist within the law. Drivers needing to report a crime, medical emergency, or a traffic collision can still use their devices without facing penalties.
