This deficiency creates a significant barrier to meaningful reform. Without accurate, up-to-date information, it’s nearly impossible to assess the effectiveness of programs aimed at reducing recidivism, helping formerly incarcerated individuals reenter society, or managing the overall population. Simply put, the system lacks the tools needed to track individual journeys through pretrial, incarceration, and reentry phases, or to evaluate which interventions work best for specific demographics, such as young men aged 18 to 25.
