- Subsidy abuse and export to Russia: Local Chinese policies encouraged the export of surplus EVs to Russia, where demand for affordable vehicles was high due to Western sanctions. To circumvent high import duties, these vehicles were reclassified as used cars, effectively "transferring" their legal status. Brokers and transit companies repurposed vehicles along Central Asian routes before they arrived in Russia, marketed as near-new, affordable alternatives to Western imports.
