The initial pitch to NBC in 1981 was rejected, but fate intervened. When Grant Tinker left MTM to become NBC's chairman, he ordered a pilot for Remington Steele, which the network had previously passed on. The network decided to produce not one but two pilots: Tempered Steel, which set the scene, and License to Steel, which introduced the premise of Laurel Halt (Stephanie Zimbleist), who fabricates a male boss to attract clients, only to be confronted by a real con artist assuming that identity.
