Aside from thematic issues, the episode suffers from subpar production choices. The budget constraints are evident—costumes and special effects are cheap and unconvincing, with scenes featuring men in suits blatantly pretending to be monsters.

Characters are reduced to mere mouthpieces for ideological points, with little depth or humanization. The Doctor himself seems slowed down and less compelling, perhaps deliberately written to emphasize a sort of moral and narrative decline. Even Cutie Gatwa, the Doctor, appears somewhat passive—more of a vessel for the episode's messages than an engaging protagonist.
