On the 1st of each month and is just a way to encourage the "Power Up" of Hive what on Cryptos is known as Staking of a coin or in real-world finances kind of like putting to a fixed-term an amount of money to earn some dividends.
Also it makes your single vote bigger and adds to your curation rewards, it also strengthens your influence on the blockchain.
