A Pennsylvania appeals court judge ordered state officials on Wednesday to halt any further steps toward certifying election results, a day after Gov. Tom Wolf said he had certified Democrat Joe Biden as the winner of the presidential election in Pennsylvania.
That’s like a judge ordering a halt to any further steps toward executing a prisoner who’s already had a lethal injection.

I don't really feel like describing the entire legal process, as a Canadian there is differences in our law books too on the definition, but I am going to refer to Blacks Law Version 2 on legal matters as its the most well sourced publicly available book of law that could be considered common knowledge.

A judge ruled against that certification, it was blocked.
