We never granted this user an appeal and asked to write an apology because the blacklist is permanent.
The appeal process is not a self-service process where the abuser decided to do our appeal and write an apology without our permission.
The abuse was going for months. This user received comments from us but kept plagiarising. Obviously, the user must have fought that Hivewatchers, and Hive is some sort of joke not to be taken seriously. A place where "free money" can be farmed.
There had been dozens of posts containing plagiarism. Just one of the thousands of abusers that we have dealt with throughout the years. We are not going to give special treatment.

If we find that this user has another account, we will blacklist it.
It is better than this was found on Hive where there are no social consequences for such behavior than if it was exposed in "real life". For example, doing plagiarism while studying at University (potentially legal consequences).
I recommend the user to start blogging on Steemit or Blurt instead. No one checks fraud there.
