Immediately upon seeing the contest photo which depicted a city building provided by @shaka, I wanted to create a scene where the building would be used as a focal point for people to gaze at in wonder. The premise was that something on the roof top of the building captured the attention of the sightseers. They probably never expected to see the scene unfolding on top of the building.
To create my collage entry for the following contest:

I started with the original contest photo:

I utilized a background that was part of my digital drawings collection.
I took my digital drawing and ran it through the Deep Dream Generator design program for filters and effects. It produced the following enhanced image:

Next, I utilized Canva by uploading both the contest photo and my background enhanced image.
Finally, I added the following images to complete the collage:
