BTC/MYK is attacking this question already, that coin would be privately funded, it's like a "build it, they will come" type thing. There is already a lot of corporate interest, it seems. Also approaching a funding mechanism for "UBI" as leveraging one's online presence to earn money makes a lot of sense too.
IMO it will take a combination of things.
