This 67th book of the bible is a separate book, an epistle written to the brethen who are gentiles in ANTIOCH, SYRIA and CILICIA.
And this book is being found out in the book of Acts(not that it is inscribed in the book of Acts) but the book of Acts described how it emanated.

Acts 15:22 says
"Then pleased it the apostles and elders with the whole church to send chosen men of their company......"

The council of elders and the apostles in agreement with the church to write to those gentiles, so it is not written by one or two people.
Reason why it is referred to as the 67th book of the bible:-

  1. It contained commandments (Acts 15:20)
  2. It is also meant to check, rebuke and correct. (Just like what the bible is meant to do).
