The Apostles, Elders and Brethren came together to write a book which was supposed to be separated in the Bible Acts 15:19-30 .
The Elders, Apostles, Brethrens came together to write a particular book concerning a particular issue that was causing confusion in Jerusalem at that time, the Jews were telling the christians to be circumcised to be saved as it was written in the book of Moses.
The epistle was written for the gentiles in Antioch, Syria... To calm them down and to keep them saved.
This epistle was written by the Apostles by the help of the Holy Spirit.
