Now the time spend on each step varies for everyone... That's important, because it not only depends on the person, but also the degree of difficulty or scope of what's to be learned.
Finding a sandbox is really just finding the problem you want to solve.
Playing in the sandbox is for deconstructing and playing with the parts, and of course, reassembly. Once you have taken apart and reassembled and played with each of the moving parts independently as though examining through curious monkey eyes,.. Having a mental image of all the parts laid out and can play back the imagery forward and backwards from basic pieces to the whole.... even if it's just making sand castles and figuring out how much sand you can stack before it collapses, whatever metaphor you go for with that inner dialog that's already popping off with ideas of something to master and make it rich....
Build it for real
