Many people have their agenda when coming to Church and there are those with stories we don't know about until we know them. Who knows maybe those are the clothes she has and she just doesn't understand how it works yet. Maybe she is a new convert. She is coming from a place which will take a while for her to change overtime.
As for me, I would just change my seat if my eyes couldn't resist going there. If she is someone you can speak with, you can actually tell her in a nicer way. "I love your outfit, and you look absolutely gorgeous but i feel the slit is a bit too high or you prefer it this way?" You need to know if she feels it's normal, what her view is about it, before you will know the kind of help she requires.
We need to understand that Church is like an hospital and different people come for different healing, so no one is whole. There is temptation everywhere and we have no control over it but we can control ourselves. What happens if we meet such a person in our workplace and we share the same table? What are we going to do in such a situation? We need to think about that. Church should accept everyone and not judge anyone too quickly.
