I think, if the whole internet would be switched off , life would come to halt for many people, as without internet, no digital services would run. So our apps, websites are going to stop, and everyone who is dependent on some digital info is going to be affected by this. People will be stranded on airports, train stations, bus stations, where digital info is vital for the operation. It will create lot of chaos throughout the world, and will directly impact all most everything.
And certainly we will not be able to do anything on the steem blockchain :) On a side note , it is still not going to impact those who never use any digital service :)
