The reason is not in specific projects (which, of course, are known in Russia), but because Musk has a pronounced desire for the future - this is exactly what modern Russia lacks with its backward leadership of KGB veterans, reminiscent of the past generation of Soviet "kremlin elders".
Sympathy for Musk is added by the fact that he constantly argues on Twitter with Dmitry Rogozin, the head of Roscosmos (Russian Space Agency). As a result of these skirmishes, Rogozin always (ALWAYS) remains a fool, and that's brings a lot of lulz, just because contempt for the authorities is a long and strong tradition of educated people in Russia.

Some geeks made a deepfake to Elon Musk, in which he sings in Russian a cult Soviet song, recorded either in 1982, or in 1983. This is a song about astronauts who travel far from Earth, but dream not about cold space, but about their house and green grass near it.
