When voting proposals providing public infrastructure or for supporting a site, the site must support IPv6 and not be broken on IPv6 only networks.
Projects meant to be hosted by the end users must run on a v6 only environment as well.
There should be much more conditions met, e.g. regular reports on how exactly the money was spent. Just because Hive is a blockchain shouldn´t mean, that basic economic principles are ignored. They can be ignored for some time, but it will end fatally.
