I think there are many other ways and I'm a little wary of Elon Musk, just a little.
My main interest right now is to create and use a Community Consensus & Voting system so very large groups of people can come to equitable consensuses which lead to next step actionable accords. This then has strong potential to harness the power of the people for the greater good of all beings and to bring abundance and peace on earth. :-)
Yet a concentrated consensus of how/to whom to give funding would be far better in my opinion.
This is the path I'd like to see Governments taking over the next 100 years.
Why on earth (pun) would we be supporting/relying on violent corrupt "Governments" in 100 years, or even in 1 year, when we have the technology available so the people can govern themselves in an equitable way, thus releasing all the resources which are more than enough for the current population. That being said, use of such technology (i'm talking about a multi-level bottom up community consensus, voting and governance system) could also enable truthful education which empowers the people to no longer have so many babies!

But we could use your idea to send all the politicians and corrupt bankers and business "leaders" out into space :-)
