YES, limits are firmware related. I have the lumix FZ1000, and I was able to hack it by putting it in Service Mode, then it would stop limiting 4K video length! I was so happy, almost peed my pants..
Service Mode may be possible with LX10 but so far, I have failed... after many tries. Different buttons to push, different procedure, and I can't find anyone that has mentioned it in searching online. ;-(
Firmware on my LX10 is 1.0, and I have not checked with Panasonic for updates yet.

When recording 4K video, use of a UHS-3 memory card is recommended and continuous recording up to 15 minutes is possible. For Full HD 60p recording users can record continuously for up to 29 minutes and 59 seconds while Full HD 30p video can be recorded without a time limit.
